Chemical distributors supplying ingredients, processing aids, or other substances used in food production may fall under FDA’s Foreign Supplier Verification Program (FSVP), because FDA defines “food” broadly to include materials used in manufacturing or processing food. As FDA increases enforcement across a wider range of imported food-related substances, companies that have not traditionally operated within food regulatory frameworks are now facing new compliance obligations, documentation requirements, and enforcement risks.
