Eric R. Byer joined ACD in January 2014 as president. He came to ACD with nearly twenty years of experience in government and public affairs as well as organizational operations. Prior to ACD, Eric was senior vice president at Obadal, Filler, MacLeod & Klein, PLC, (OFMK) where he led strategic communications, marketing, programs, and government affairs as well as policy initiatives for the firm’s largest clients.
Before his tenure at OFMK, Eric was the chief operating officer and vice president of government and industry affairs at the National Air Transportation Association, where he led external affairs and internal operations for the $6.1 million organization.
Earlier in his career, he served as senior government relations coordinator for Smith, Bucklin, and Associates. He was also a legislative assistant to U.S. House of Representatives’ Committee on Government Reform and Oversight Chairman William F. Clinger, Jr. (R-Pa.). He also served as an intern for the late Rep. Dean Gallo (R-N.J.).
Eric holds a B.A. in Political Science from Gettysburg College in Gettysburg, Pennsylvania, and an M.A. in Government from Johns Hopkins University.

Lucinda currently serves as Chief Operating Officer of the Alliance for Chemical Distribution (ACD). She was promoted to this position in January 2014 from Vice President, Marketing and Member Programs.
As COO, Lucinda has responsibility for the internal operations of ACD. She ensures integrity of the financial, IT, and HR systems and adherence to business processes customarily accepted in the 501(c)(6) environments. She serves as Deputy Secretary of the ACD Board of Directors.
She is also responsible for the marketing and member programs and communications divisions, which handle the majority of revenue generating programs and services, including membership, strategic partnerships, and the association’s educational and conference offerings.
Prior to ACD, Lucinda worked for the American Chemistry Council (ACC) as Director of Marketing supervising the development and management of major conferences, network meetings, workshops, and sponsorship programs and related activities. In addition, she directed ACC’s product sales through an online store to members and other audiences, specifically in the areas of economics, industry statistics, training, Responsible Care®, community outreach, emergency response, and compliance assistance. Prior to this role, Lucinda managed the coordination of compliance assistance services and served as the staff manager for a training issues group and the transportation outreach program TRANSCAER®. She holds a B.A. in Speech Communications from the University of Maryland. Lucinda, her husband, and three children live in Bethesda, Maryland.

Jennifer Gibson

Jennifer Gibson is Vice President, Regulatory Affairs of the Alliance for Chemical Distribution (ACD). In this role, she advances the Association’s interests before regulatory agencies and develops compliance tools for ACD members. She facilitates and is a frequent speaker for ACD’s in-person training sessions and regulatory webinars. Jennifer is a member of the Chemical Sector Coordinating Council, the U.S. Chamber of Commerce National Security Task Force, and the Interested Parties for Hazardous Materials Transportation. She previously served a term on the federal Surface Transportation Security Advisory Committee, where she co-chaired the Emergency Management & Resiliency Subcommittee.
Before turning her full efforts to regulatory matters, Jennifer also directed ACD’s legislative programs. Prior to joining ACD, Jennifer was Director of Federal Affairs for the National Association of Mutual Insurance Companies. Before joining the association world, she spent several years on Capitol Hill, first as the Scheduler/Office Manager for Congressman Fred Grandy (R-IA) then as a Legislative Assistant for Congressman Lamar Smith (R-TX).
Jennifer is a graduate of the University of Virginia, where she earned a B.A. with a double major in Government and Communications. She is a graduate of the Duke University Fuqua School of Business Executive Education Leadership Program and the U.S. Chamber of Commerce Institute for Organization Management.
