Eric Byer is a passionate, pro-business advocate for the chemical distribution industry as CEO and president of the Alliance for Chemical Distribution (ACD), formerly the National Association of Chemical Distributors (NACD). Since taking the helm of ACD in January 2014, he has been a tireless leader in growing the organization’s public policy programs and its outreach with our nation’s leaders on Capitol Hill and with regulatory agencies. Eric has championed the growing and diversified chemical distribution industry, helping usher in the announcement of the organization’s new name in 2023. He is focused on ensuring excellence in ACD’s Responsible DistributionTM, the industry’s most comprehensive environmental, health, safety, security, and sustainability standards, and has created numerous initiatives for the continuous improvement of member companies. Since joining ACD, he has grown the organization from a $3.5M trade association to $8.5M, doubling staff growth to support membership needs. Eric helped secure the enactment of the Frank R. Lautenberg Chemical Safety for the 21st Century Act, successfully advocated for the passage of the Chemical Facility Anti-Terrorism Standards (CFATS) program four times, highlighted the need for greater freight rail safety and competition, and ensured the chemical distribution industry was listed as an essential industry during the Covid-19 pandemic.

Prior to ACD, Eric was senior vice president at Obadal, Filler, MacLeod & Klein, PLC (OFMK), where he led strategic communications, marketing, programs, and government affairs. Before his tenure at OFMK, Eric was vice president of government and industry affairs at the National Air Transportation Association.

Lucinda currently serves as Chief Operating Officer of the Alliance for Chemical Distribution (ACD). She was promoted to this position in January 2014 from Vice President, Marketing and Member Programs.

As COO, Lucinda has responsibility for the internal operations of ACD. She ensures integrity of the financial, IT, and HR systems and adherence to business processes customarily accepted in the 501(c)(6) environments. She serves as Deputy Secretary of the ACD Board of Directors.

She is also responsible for the marketing and member programs and communications divisions, which handle the majority of revenue generating programs and services, including membership, strategic partnerships, and the association’s educational and conference offerings.

Prior to ACD, Lucinda worked for the American Chemistry Council (ACC) as Director of Marketing supervising the development and management of major conferences, network meetings, workshops, and sponsorship programs and related activities. In addition, she directed ACC’s product sales through an online store to members and other audiences, specifically in the areas of economics, industry statistics, training, Responsible Care®, community outreach, emergency response, and compliance assistance. Prior to this role, Lucinda managed the coordination of compliance assistance services and served as the staff manager for a training issues group and the transportation outreach program TRANSCAER®. She holds a B.A. in Speech Communications from the University of Maryland. Lucinda, her husband, and three children live in Bethesda, Maryland.

Brian E. Callahan is the Senior Vice President of Government Affairs at the Alliance for Chemical Distribution (ACD), where he leads the organization’s federal advocacy strategy and oversees its legislative and regulatory portfolios. Since joining ACD in 2021, Brian has played a central role in advancing the chemical distribution industry’s policy priorities and strengthening its presence on Capitol Hill. He was promoted to Senior Vice President in 2025 after serving in successive leadership roles within the organization.

With more than a decade of experience in government affairs and international policy, Brian brings deep expertise in legislative strategy, coalition building, and appropriations. Throughout his career, he has helped organizations secure billions of dollars in congressional funding, shaped bipartisan policy initiatives, and led advocacy campaigns that translate complex policy goals into measurable outcomes.

Prior to joining ACD, Brian served as Government Affairs Manager at the National Safety Council. He also spent nearly a decade working on global education policy with nonprofit organizations, where he built strong relationships with congressional offices and advanced international development priorities.

Brian began his career in Washington, D.C., as a congressional intern for Congresswoman Jackie Speier (D-CA). He holds a Master’s degree in Political Management from The George Washington University and graduated magna cum laude from San Francisco State University with a Bachelor of Arts in Political Science.

Originally from the San Francisco Bay Area, Brian now lives in Baltimore with his wife and their rescue dog.

Nick Breslin currently serves as Director of Regulatory Affairs at the Alliance for Chemical Distribution (ACD), where he leads regulatory projects concerning transportation, labor, and environmental issues. Previously, he served as Coordinator of Government Affairs at ACD, supporting both the Legislative and Regulatory teams with administrative projects, coordinating communications with congressional offices, and preparing reports on issues significant to ACD membership.

Before joining ACD, Nick gained experience working on various political campaigns nationwide and in the Maryland General Assembly. He holds a Bachelor’s degree in Government and Politics from the University of Maryland and a Master’s degree in Public Policy from American University.
